Hinging on the edge of change, a seaside city as volatile as the ocean’s current ebbs and flows between gritty and affluent. Ocean View in Norfolk, Virginia, boasts seven miles of shore. Once a port for sailors seeking pleasure, this stretch of land along the Chesapeake Bay is still rife with drugs, crime and gangs. Historically a working-class area, the gentrification of this beachfront property has effectively pushed low-rent tenants out as apartments are replaced by million dollar homes.
